DIscount for not using TPA

Assuming I would not like to opt for cashless medical insurance, can the renewal premium be paid after discounting the TPA's service charges or is that mandatory?
Last year, Oriental insurance was willing to offer me such an option at the time of the renewal of my medical floater policy. The discount was 10 or 15% without TPA - do not remember the exact amount. However, when I checked with New India assurance for my mothers solo medical cover, they said the premium would remain same irrespective of TPA's service involvement. Is there a proper guideline regarding this?

Hey there,
It has been observed that some PSU insurers for select products give customers option to get a discount by not opting for TPA.
This is a company-level feature, no guideline on it.
